Since childhood, I had often admired this beautiful building from the outside. But today, for the first time, I stepped inside — and was truly captivated.
This stunning British-era bungalow, now functioning as the office of the Deputy Labour Commissioner (U.P.), is believed to have been built between 1935 and 1937. According to local residents, it once belonged to Mr. O.P. Agarwal — a wealthy and prominent citizen of Meerut.
Built in classic British architectural style, the bungalow features elegant tower-like structures on both corners, each housing a spiral staircase that ascends gracefully — a rare sight in modern government buildings. Once a sprawling estate, the compound is now reduced to the Labour Department office on the bustling main road of Begumpul, Meerut.
Some say it originally belonged to a doctor, others believe it was owned by a zamindar. As of today, it stands not just as a government building but as a silent witness to Meerut’s colonial past.

उप श्रम आयुक्त कार्यालय, मेरठ – ब्रिटिश युग की भूली-बिसरी कोठी
बचपन से मैं इस खूबसूरत इमारत को बाहर से देखा करता था, लेकिन आज पहली बार अंदर जाकर देखा — और मन मंत्रमुग्ध हो गया।
यह भव्य कोठी, जो अब उत्तर प्रदेश सरकार के उप श्रम आयुक्त कार्यालय के रूप में उपयोग में है, 1935 से 1937 के बीच बनी मानी जाती है। मोहल्ले के कुछ पुराने लोगों के अनुसार, यह किसी ज़माने में मेरठ के प्रतिष्ठित श्री ओ. पी. अग्रवाल जी की कोठी हुआ करती थी।
ब्रिटिश वास्तुकला में बनी इस इमारत की विशेष बात यह है कि इसके दोनों कोनों पर मीनारनुमा बुर्ज बने हुए हैं, जिनके अंदर सुंदर घुमावदार सीढ़ियाँ ऊपर तक जाती हैं — जो आज के सरकारी भवनों में दुर्लभ हैं।
कभी एक विशाल बग़ीचे में फैली हुई यह कोठी, अब बेगमपुल की मुख्य सड़क पर एक सरकारी दफ़्तर तक सीमित रह गई है।
कुछ लोगों का कहना है कि यह किसी डॉक्टर की कोठी थी, कुछ इसे किसी अमीर ज़मींदार की मानते हैं। जो भी इतिहास रहा हो, आज यह इमारत न केवल एक सरकारी कार्यालय है, बल्कि मेरठ के उपनिवेशी अतीत की एक गूंगी गवाह भी है।
