In the quiet avenues of Civil Lines, Meerut, lies a compound that has seen two centuries of power shift—the Commissioner’s Residence. Built in the colonial era, this bungalow was part of the British blueprint: broad verandahs, tall ceilings, airy corridors, servants’ quarters, and sprawling lawns. It was never just a house—it was an instrument of governance.
After the 1857 uprising, which ignited right here in Meerut, the British realized the need for secure, ordered spaces for their senior officers. Thus, Civil Lines was carved out—a zone of distance, discipline, and authority. The Commissioner’s Residence, standing beside one of the largest cantonments in India, became the heart of civil administration, while the cantonment handled the military.
Today, the residence still anchors the city’s administrative rhythm, home to the Commissioner of the Meerut Division. Though the paperwork has shifted from ICS to IAS, the bungalow still breathes its colonial bones—a reminder of continuity across centuries of change.

सिविल लाइंस की हरियाली में एक पुराना बंगला आज भी अतीत की गवाही देता है—आयुक्त निवास। औपनिवेशिक दौर में बने इस बंगले में चौड़े बरामदे, ऊँची छतें, खुला आँगन और अलग सर्वेंट क्वार्टर थे। यह केवल आवास नहीं था, बल्कि सत्ता का केंद्र था।
1857 की पहली चिंगारी मेरठ से ही उठी थी। इसके बाद अंग्रेज़ों ने वरिष्ठ अधिकारियों के लिए सुरक्षित और व्यवस्थित इलाक़े बनाए—जिन्हें “सिविल लाइंस” कहा गया। छावनी में सैन्य शक्ति थी, और उसके बगल में यह बंगला नागरिक शासन का प्रतीक बना।
आज भी यही बंगला मेरठ मंडल के आयुक्त का आधिकारिक आवास है। औपनिवेशिक नक्शे से निकला यह ढाँचा, सत्ता के बदलते रूपों के बावजूद, समय के साथ प्रशासन की धड़कन बना रहा।
